工业园区建设项目建设期引入第三方环保核查管理模式的探索

摘要在分析工业园区内建设项目环境管理中存在的问题的基础上，以天津南港工业区为例，介绍了工业区建设项目开展建设期第三方环保核查的管理模式。该管理模式由环保主管部门引入第三方环境管理机构，对工业园区内建设项目从设计阶段开始进行环保核查，并贯穿整个建设期，通过对设计方案、施工方案、施工行为、施工内容的核查，及时排查建设项目中存在的环境风险隐患，促使企业进行及时整改，以降低建设项目运营期的环境风险，提高区域环境风险管理的水平。

Abstract： This paper analyzes the problems of construction project’s environmental management in industry park，and takes Tianjin Nangang Industrial Zone as an example to introduce the environmental management model of the construction project.The Environmental Protection Bureau entrusts a third party,an environmental management institution, to carry out the environmental protection verification of the industry park construction project throughout the construction period,which starts from the design stage.Environmental risks can be found in time by the verification of the design schemes,construction schemes,construction activities and construction project contents.Thus the model prompts the corporations to correct the mistakes in time and reduces the environmental risks during the operation period.The work improves regional environmental risk management.
